The Navy war games have been out of control for years. Some of the guys get overzealous. Remember the bombing range deaths in Vieques? The locals protested enough to drive the Navy out. I grew up in Norfolk and as a kid watched the Navy shoot flak guns at small drones over the shores of Va. Beach. Their ships spilled oil that came in with the surf as tar balls. They didn’t care. They owned the town and maybe the world back then. They were beyond reproach and still probably have that attitude.
